Public Sector & Government Innovation Categories

New for 2026. These categories recognize innovation by government ministries, public agencies, public enterprises, and municipalities worldwide. Nominations should describe how public sector organizations have designed and implemented innovative approaches since 1 January 2024 that improve public value, citizen experience, or institutional performance.

Information to be submitted online for entries in these categories in the 2026 competition include:

1. A written essay of up to 4,900 characters to the following questions, describing the nominated achievements since 1 January 2024, OR a video of up to five (5) minutes in length that answers all of the same questions:
a. An essay of up to 4,900 characters describing the nominated innovative achievement(s) since 1 January 2024 – including context, objectives, innovation, implementation, and results. Required
b. Reference any attachments of supporting materials throughout this nomination and how they provide evidence of the claims you have made in this nomination (up to 1,500 characters). Optional


2. Optional (but highly recommended), add to your entry up to 10 webpage links and up to 10 document uploads to support your case to the judges. These might be planning documents, policy papers, press clippings, work samples, photographs, video clips, etc.

U01. Cultural or Economic Exchange Initiative of the Year
Recognizes cross-border cultural or economic initiatives led by public sector entities since 1 January 2024 that have strengthened mutual understanding, mobility, trade, investment, tourism, or creative industries. Entries should show both the innovative approach and the social or economic impact achieved.

U02. Cross-Sector Public Innovation Partnership of the Year
Recognizes collaborative initiatives led by public sector bodies, working with private sector, non-profit, or academic partners, that have delivered measurable public benefit since 1 January 2024. Entries should highlight the partnership model, governance, and impact on citizens or communities.

U03. Public Administration & Governance Innovation of the Year
Celebrates reforms in public administration that have improved transparency, efficiency, accountability, or responsiveness since 1 January 2024. Examples may include new regulatory approaches, process redesign, organizational restructuring, or governance frameworks.

U04. Public Sector Talent & Workforce Transformation Initiative
Honors programs launched or expanded since 1 January 2024 that modernize how public sector institutions attract, develop, engage, and retain talent. This may include new leadership models, upskilling and reskilling programs, performance and culture initiatives, and innovative approaches to public-sector careers.
