Claire Oatway is a strategist, leadership advisor, executive educator, and founder of Neon Juno, a boutique consultancy helping leaders and organisations navigate complexity, disruption and accelerated change. She works at the intersection of strategy, leadership, governance, technology, and human potential, supporting senior leaders, boards, and entrepreneurs to make better decisions in uncertain environments. Her work focuses on strategic agility, responsible innovation, AI-enabled transformation, organisational design, and the leadership conditions required for businesses to remain resilient, adaptive and future-ready. Claire contributes to executive education programmes with institutions including Cambridge Judge Business School and Columbia Business School Executive Education, working with senior leaders across sectors on strategy, governance, innovation, and leadership in fast-changing contexts. Before founding Neon Juno, Claire held senior leadership roles in healthcare, local government, and digital transformation. As Chief Operating Officer in primary care, she helped lead service redesign, digital innovation, and organisational growth, including early adoption of digital triage, data-led decision-making and technology-enabled service models. She has spoken nationally and internationally on healthcare innovation, workforce transformation, technology, and leadership. Claire is currently undertaking doctoral research into how organisational strategic agility is enabled by leadership conditions at the Top Management Team level in UK knowledge-intensive service organisations undergoing digital transformation. Her wider thought leadership explores AI-era governance, human–technology collaboration, strategic decision-making, and the shift from technical authority to real leadership power. Known for combining optimism with rigorous strategic thinking, Claire’s work is grounded in the belief that anything is possible when leaders ask better questions, act with integrity, and build futures worthy of their potential.
